Quality of art by every single human besides old fedora farts is judged by how eye catching it is. Perceived skill and a appealing content are all that matter.

Yeah, but most of the time, what a specific piece of are reminds you of or is reminiscent to matters a lot to the viewer. This is why artists paint something that is well connected to their memory.

And viewers and art connoisseurs become obsessed with one specific painting because of what memory it helps them recall and relive.

A war painting will not deeply touch the heart of a viewer if it lacks blood, a well shaped atmosphere of agony and human figures with terror and immense pain on their faces, with their emotions drawn perfectly. Things like this will always appeal to the viewer's emotions... making him feel and bring up a situation in his/her mind about what if he himself was there to witness it.
