I started using minox on my brows wondering if it can potentially increase uee, is this a valid concern or only with latisse etc...

Latisse can reduce fat deposits, that's where the UEE comes from. Minoxidil won't do anything like that

It won’t change your fat and thin your skin around the eye at all
