Minoxidile 2 weeks

Been using minoxidile on eyebrows and eyelashes, for about 2 weeks, it's tropical minoxidile and it worked super fast on the lashes but can't really work on the eyebrows
any ideas? Here are pics:

I'm not sure, can't really see a difference but yet it's been only 2 weeks so idk

Do you see those smaller hairs around your eyesbrows? Thats it
You just cant see it on the eyesbrowa because they are already full

Nope, I fix my eyebrows and I'm letting them regrow that's what those hairs are and they aren't full clearly
