Except for surgery and bacterial infections, instead of solving the problem, the method is always to suppress the symptoms caused by the problem. For example, in diabetes, instead of focusing on why the body's ability to produce insulin is impaired, insulin supplements are given. Is this intentional or is it medical helplessness?

The more you learn, the more ignorant you become. You realize that there is way too much factors taking place, nearly every hormones have a key role, yet we don' t truly know what they cause, only their correlation. There is many studies, but every single one of them appears to only note the possibilities of a reaction. That is why being self diagnosed is not THAT bad when you take proper measures to diagnose your problem. Doctors are giga hyper clueless, they know more about the average joe thats for sure but they still dont know what the fuck is going on. This is a reflection of humanity, trying to tame the laws of entropy, yet failing to grasp the egregious amount of variables there truly is in that quest.
Altough we progressed a lot, we are are nowhere near being conscious and absolute in the universe.

some of it is intentional to sell a treatment not a cure

But some things like balding cant be cured yet, genetic problems like diabetes and balding need gene editing to fix which is not available yet

No it’s simply because we don’t really know how to go at things directly because there’s different reasons etc also we can do gene therapy but due to how the law operates it will be hard to do human trials making harder to go at the issue directly which is why we’re forced to go at the symptoms instead.

For example finasteride

No unless you have a deadly and rare chronic illness you won’t be able to get gene therapy because it’s illegal in western countries I reckon in china they did something similar for kids but when it became known it backlashed

Isn't the biggest risk of gene therapy that a gene locus has more than one function and we don't yet know the consequences if we change it?

Yes it’s a reason too but also we usually don’t mess with genetics due to the fact most people your average person doesn’t like the idea of having genetically modified humans living in the same society as them this is what people are afraid of it’s a mix of safety and also due to the law and reaction of people in general.

Do you remember the start up that promised they could tell couple which embryos have genes for blue eyes, more likely to be tall etc well it didn’t go well for them at all.
