15% bf at 90kg = 13.5kg of fat
15% bf at 60kg = 9kg of fat

because some you could say that more of that fat would surround larger muscles, equating to the same adipose tissue in the face

It's not about distribution, though that may play a role as well. It's about fat percentages vs total fat mass. Some people can get a visually lean physique and still have chubby faces because of the excess fat that they carry.

For example, if your abdominals have significant muscular development then the subcutaneous fat will contour to the shape of those muscles. This effect applies to anywhere on the body where you can hypertrophy the muscles to a significant degree, and is what creates the illusion of visually greater leanness in the body even at a higher bodyfat percentage, and thus making your face look fat.

You cannot hypertrophy the muscles in your head to this degree, hence the mismatched look between face and body.

tl;dr if you are visually lean but have a chubby face just lose more fat.
