Upper back is way more important than lower back especially for deskcels.

Workout: Deadlift, back, abs, scapular retraction and neck.
Stretch: Pecs, chin tuck, thorathic spine, hips and all your leg muscles.
 
Lower traps, rear delts, glutes, abs
But it depends on your current posture

I think if you do either squats or deadlifts, that will be enough lower back work for most people. Lower back is easy to overtrain.
