First and foremost in Islam i can't tell "X" is going to hell no matter how bad of a person he looked like, and same as for going to paradise because only Allah knows the true intentions of a human being.

Second, it is not for the cookie since that is irrelevant, it is for the act of rebelling against the orders of The Creator while he only orders fasting to people who are healthy, sane, etc (sick people don't fast, pregnant women or in their period, kids before puberty, etc etc).

Is like praying, you could tell me "I don't want to go to hell because of not praying", first i can't tell you if you will go to hell or not since judgement is for The Creator, but i can assure you that if one believes in a Creator, then His favors are much greater than any other favor.

We spend our entire lifes working and waking up early for hundreds and sometimes few thousands euros/dollars/pounds a year, some for a lot less. Would those same people change let's say, their two eyes or their two hands for 100.000.000 euros/dollars/pounds? Of course not, and since one believes in a Creator in that case he recognizes the favor upon him, so if working 10 hours a day for some few euros/dollars is ok, fasting few hours a days one month every year while one is healthy is not a big requirement and not doing it means being ungrateful.
