Since I stopped washing it with shampoo everyday, I think that's a good advice especially for guys who have dry hair.
Even mogs the shampoo + conditioner combo, just wash it once every week tbh. In fact, that's what most girls do.

Yes (unless you've got naturally greasy hair ofc).
Wash it with shampoo once a week.
