My neck circumference is 13.6 inches

Ideally I would like to gain an inch of circumference. However I'm having no luck with the neck harness I bought.

I truly am genetic trash.

jfl and I thought my neck was skinny.

Neck is like abs, calves, and forearms in that their size is largely genetic, and their potential for hypertrophy is minute compared to other muscles. You look silly doing neck curls because you are silly.

Should I just give up on neck curls? Will I ever get a girlfriend with such a thin neck? I'm afraid my neck will be the only thing left that will prevent me from getting a girlfriend after my surgeries.

If you're not ugly otherwise, I don't see why a thin neck would keep you from getting a girlfriend. Just avoid contact sports.
 
Are you eating caloric surplus? Are you gaining weight? Neck circumference is correlated to ur waist size. You never see a skinny dude with a thick neck and a big dude with a skinny neck. You can train all the muscles you want but if your diet isn’t aimed at gaining weight then it won’t grow — remember neck muscles are the same as ur biceps or legs.
 
This is cope, I had a subhuman malnourished skinny somali neck and I got that shit too 18 inches, you are not eating or training hard enough. You don't even need to do direct neck training to get a bigger neck. Things like deadlifts,shrugs rows etc will thicken your neck, it's all about progressive overload and caloric surplus. Obviously direct neck training is still required if you want to take it seriously
