My right arm is shorter then my left arm and some people notice it

Is it possible to fix it, it think the main reason behind it is that I fell on the arm at my school and fractured my whole elbow. (It healed after one week)

Same here, no way to fix it besides bone lengthening. Or just do professional arm wrestling on it + HGH for years jfl:
