Names are supposed to have a meaning and not be given because of just how cool they sound.
In the first years of the child's life you can't know much about the personality and physical attributes of them. These develop with time after years have passed. Unless a name does not have to do with these, it makes no sense to name a child Harvey ("battle worthy") to someone who will not grow "battle worthy" in the future and will be rather fragile and ill.
A proper way to do it, is naming your child at first depending on whether it's the first ("First"), second ("Second"), third ("Third")... child, representing the birth order in the family.
Then somewhere between the ages of 5-10, once the child has developed some attributes, you give them a suitable name.
Some exceptions would be if the name planned to be given is a seasonal one or is meant to reflect attitude toward the child ans whether it was longed for: Ivan ("gift of God"), Erazem ("desired/loved one"), Didier ("awaited one"), Nezhdan ("unexpected one")...
