Being elite of a country doesnt correlate with iq as much as you think. Through history most elites were elite cus of their connections wealth family and basically they were good puppets this is same for todays EU and USA goverment too. Nazi elite and Soviet elite were an exception to this+ average iq were like 90 that time so these scores are like 99.9 percentile.

They measure now for fluid intelligence and break down each component (reaction times, working memory, verbal fluency and spatial awareness).

Also got to consider the Flynn effect. Due to better nutrition and higher educational standards (most IQ tests administered in English), IQ has risen a lot globally.

Personally, I believe we have maxed out our analytical capacity. That's the only reason average IQ has gone up. If you look at the scores for reaction times and verbal fluency, we have been on a downwards trajectory for a while now. Look at the vocabulary used in a novel from 1900 vs 2020 and you'll see what I'm talking about. Technology has also dumbed down many tasks that would otherwise involve using critical thought.

That's only considering the environment though. The reality is that in the pre-enlightenment period, smarter than average people were compelled by the ignorance of religious dogma to breed. Now we are seeing people with high IQ breeding less (taking a k-selection strategy) versus dumber people (taking an r-selection strategy). Even though IQ is determined by the interaction of 1000+ genes, it's still ultimately genetic. If smart people breed less, it's obvious that in the long term IQ will decline globally.

This also explains why Ashkenazi Jews have the highest global average IQ of any ethnic group. While many societies selected for brute strength and physical characteristics, they selected scholars and literate people that could interpret religious scripture.
