I’m 6’5fag with a 16.5 inch untrained neck it’s over

Depends on facial width. A 16-inch neck (hell, maybe even less like 15 inches) with low body fat would be completely proportionate for me.

Sternocleidomastoid can be directly targeted using neck curls so it's probably not cope.

That goes for other measurements in this chart too. Any measure which is surrounded by muscle (forearm, chest, acromion/shoulder) should be fully hypertrophymaxxed
