Started training my neck recently, but I don't know how many times I should do it a day( only once, with multiple reps, or multiple times with multiple reps)

Or in the morning or at night?

Currently just doing Chin Tucks and the little lay off your bed thing
 
lowkey just do morning and evening should work well with consistency

no need to do it 2X a day, neck recovers faster than most muscles but its still a muscle, shouldn't try to overwork it

Should I do a set amount of reps , until failure, or for a detain amount of time, currently i've just been progressively working myself up and seeing if it works, but I want the best results

Depends on how your training the neck once a day should be enough

Treat is as any form of exercise.
3 sets, 8-12 reps.
