Limb Lengthening Surgery, with a reputable doctor like Dr. Giotikas, around 46k euro for double lengthening (femur only) - he should do femur, recover, tibia, then recover.
He has to focus on preserving youth: SPF 50+ daily, even when not going outside, doesn't fucking matter. If going outside, apply SPF again. Apply retinol or other retinoid cream at night (as much as he can tolerate). Preserving youth will help him, so when he (if lol) he does LL, he still has a shot with younger foids, he probably doesn't want used up holes
