Doing 20mg EOD is not doing 20mg, it's the equivalent of 10mg/day.

Feel free to explain the difference between 10mg/day and 20mg EOD to me.
There is none/it's negligible.
You're not telling him to do a dose of "20" because that implies he's doing 20mg/day.
By doing 20mg EOD then his dose is effectively 10mg/day, so he's dropping his dose to a third of what it was.
