It can but not to those levels. It depends on how thick your skin is and how bulbous the nose is. Even surgeons tell you to not have high expectations, some even flat out refuse if your skin is thick enough.

The hump is easy to fix, the tip is harder. Don’t expect too much change from the front tho. You might need a revision rhinoplasty after 1.5-2 years after your initial rhinoplasty to have the results you want
