orthodontist says reverse pull headgear doesnt work

he says it only pulls my teeth forward and not my upper jaw, so it wont fix my maxilla. since he is the head of the orthodontist place i am in should i trust him? i searched online and it says reverse pull headgear can fix a recessed maxilla so idk who to trust here

so it does work? wow i just wasted so much precious time i could have used it for. im 15 now could i quickly ask to get one in the next appointment?
