yea it is its just that you can get away with a little "extra" on the lower third and it'll look masculine

No, the upper third should be shorter.
You can get away with the middle third not being the shorter and still having a compact midface / high fwhr if your face is overall wide enough.
Even then a shorter forehead is more masculine than high fwhr imo
