Directly surgically, I'd recommend a subnasal lip lift.
Non-surgically, I'd inject tiny amounts of neurotoxin (Botox or Dysport), which is very low risk and lasts 2-3 months.
Hyaluronic Acid lip filler is also a good option, however it must be done by an experienced injector because overfilling can cause a duck lip projection which makes the long philtrum profile worse.
Facial hair styling also works but that's just visually.
