An individual can't just kill people without consequences in the real world. Unless he is a king or some shit. If a random guy kills someone I love I'm going to kill him as revenge. That's just human nature. We are wired for revenge. A few corrupt individuals will cause a domino effect on society. An eye for an eye results in family feuds and eventually war which will destroy society. You can't take an individual who is part of a society without him affecting society in some way.
