I haven’t been working out for the past 2 years but want to natural gym max
Do I have a good starting point and what should I focus on when lifitng?

good starting point, focus on shoulders, maybe try out framemaxxing

What’s a clean bulk? Also do I have potential to look top 99% physique with training? Or too 95%

eat about 200 calories more then maintainance and no junk food. No you need to do roids for that
 
you have a good base for sure. focus on training full-body training and stick to primarily compound lifts (overhead press, bench press, deadlift, squats, rows, pullups)

focus on progressive overload and at your age you will gain some size and strength pretty quickly which will probably get you hooked
