I think; the composers of this rating guide.
There was an over-representation of non-white people.

Because:
* the whites rating is off.
* And the are super forgiving on some races. Like calling Roy Kapoor, WHOM DOESN'T EVEN HAVE BLUE EYES, top percentile. Without blue/light eyes, one shouldn't even be allowed on the top layer of rating.
