technicaly you should use as much as you can but in reality just enough to not be iritated by it i personally use 5 drops but the more you use the less tolerable the mixture gets.
You are going to use it on lashes right?

I put about half a tea spoon in 5 tea spoons, slight burn but very bearable

The only reason to use this mix by my opinion are lashes because its less irritating in eyearea.
There are certain pros and cons of using this mixture instead of minoxidil on eyebrows

Mixture
+ less iritating
- has to be used at night and you have to sleep face up

Minoxidil
- iritates skin/eyes because of alchocol base
+ can be used at any time

most important thing in peppermint oil is menthol concentration but they dont put it on bottles.
menthol also has estrogenic effect on place of application but you won't became a tranny its kinda like Alfatradiol
