What actually works is using resistance bands or partnered manual resistance exercises for neck.

I just started neckmaxxing. I have a 15.5" neck (16.5" flexed.)Legit. You really only need no more than 10kg to train the neck since the neck has lots of muscles such as the rotator cuffs that you can damage by going heavy. I personally use 5kg for reps of 30 whilst prioritising neck extension more than neck flexion.
I have a tip for you, do forward and beckward in one set, and right and left in the same setI just started neckmaxxing. I have a 15.5" neck (16.5" flexed.)
I'm starting with 5kg for reps of 25 - 30, 3 - 4 sets.
It takes me half an hour to hit all 4 sides, but it's worth it. I want a 17" neck, hopefully it's possible natty.
