There is a state in India that contributes the most to outward migration from the country, I visited it as part of work and you would see Immigration and Visa consultants promising fake dreams to gullible idiots in every locality. Most of the intelligent people I know (which is 2 or 3) got a full ride to their college of choice and that is freaking hard for an international student. They didnt need these Visa consultants.
