It's been proven that people become fully psychologically functional during puberty. The average age is 11 but varies based on the individual. Their bodies are still developing but the fact stands.
All the stuff about the brain not finishing development until the early 20s is complete propaganda made for & funded by anti-drug companies as justification for keeping teenagers away from cigarettes & alcohol. Brains never become "fully developed." They continue developing our entire lives due to neuroplasticity.
