serious gym question about reps?

let's use a simple number, 45 pounds / the bar

if you're able to do 5 reps at 45 pounds... next week you can do 7... next week 9 whatever.

at what point should the weight go up? people at the gym have told me they do not increase their weight till they can do 30 reps per set.

Seems kinda high. but these people saying this also have decent bodies.
