eat in surplus but make sure you're not rotting, be active
Being too fat also has it's downsides

nope, your diet should be fully optimal, high in protein, fats, moderate carbs, aswell as 250-500 calorie surplus and hit the gym or do a sport, you should ideally 13- 15% percent bodyfat for optimal hormonal health

Having high fat will cause you have excess estrogen production which will close your growth plates earlier
