Im 16, 5’9, and around 138 lbs.

light cut or maintain

Don't cut, you literally have zero muscle.
Eat a high protein diet, and try to either maintain your bodyweight or slowly gain ~2lbs per month. Make sure to follow a routine and progressively overload.

Its better to cut early than to cut 2 years into lifting due to newbie gains
 
my face isnt super fat but its also not lean enough for me to have hollow cheeks but that could also just be a bones issue

i would do a very lean bulk, don’t cut, maintain if your happy with your physique, but i’d defiantly suggest bulking.

Don’t do a porker bulk, you’ll ruin your physique ask me how i know…

But a lean bulk will be perfect for you. High protein diet, don’t stuff food down, don’t do high calorie burning exercises in the gym focus on weight lifting to help build the muscle.

note:: i would still do cardio in the gym but not a lot of it.
