I'm 100kg ATM, down 20kg last 4 months, hitting gym and thanks to newbie gains I got my biceps from 33 to 43cm(46cm pumped) in this time frame, but lately it really bugs me that the more it grows the more fat it looks.

My bidelt is 54cm at shoulders and 56cm at triceps

Like the long head hanging off when flexing and when standing still my arms clearly overpower my shoulders, despite me doing like X3 volume for shoulders they don't grow clearly as much. A lot of volume is fat of course, but it was low-key better at 120kg with smaller arms, feels like situation is getting worse. Already stopped training my triceps, time to drop biceps training aswell?

No, you just need a lower bodyfat percentage.

I will do either way, but this part feels like muscle to the touch covered by small layer or fat, shoulders also covered in fat, so when I lose weight wouldn't it be overall same proportions?

couldn't tell you for certain but I would be highly surprised if you found that to be the result.

This was my arm before started training(20kg heavier aswell), really feel like triceps making everything worse, I think I should drop it for sure, but biceps doesn't make sense stopping I guess

u could maybe lower volume for tris and prioritise shoulders, i wouldnt stop training tris completely because that would look off
