I always thought No tbh.
But maybe you guys have a different opinion.
But Imo it makes you look more dirty and foreign.
Also contrast is better when you have dark hair and eyes but light skin.I got complimented often by girls saying That they like how my light skin looks with my hair and eyes.
What do you think?

Tan your body and arms for that reddish pinkish color and less for your face , also pale for ethnic with black hair is really good
