On average Asians have lower T, on average Asians have less DHT(which is correlated to dick size), on average Asians have higher E(correlated to smaller penis, short stature). This is without going into the specifics of receptor expression and density.
Even more important for male development is the androgen levels of females, Asian females have much less androgens than European females for example.

Look you don't have to be 300IQ to know that short stature, small penis, small testicles, no body hair, high voice and thus overall less dimorphism is correlated to a low T phenotype.
