If it is structured with local community representatives why can some single guy like Stalin abuse all the power though? It's power is even more focused than that of Capitalism's if that can be the case.

Because they hadn't even established the new system yet.

There was still private business under Lenin.

Stalin was the one doing the actual collectivization. He did a much better job than most socialist leaders who followed his playbook. Russia industrialized (at the cost of many people). It shows that even with corrupted Stalinism, radical economic development can be achieved.

Now the next step is to make sure the next time, representative government is actually realized.
