Strontium has a two-way effect on bone tissue. On the one hand, this element promotes formation of new bone tissue. By affecting osteoblasts, it increases their proliferation and differentiation. This is indicated by an increase in the expression of osteogenic genes such as Runx, ALP, BSP, and BGP [8].

New vertebral fractures occurred in fewer patients in the strontium ranelate group than in the placebo group, with a risk reduction of 49 percent in the first year of treatment and 41 percent during the three-year study period (relative risk, 0.59; 95 percent confidence interval, 0.48 to 0.73). Strontium ranelate increased bone mineral density at month 36 by 14.4 percent at the lumbar spine and 8.3 percent at the femoral neck (P<0.001 for both comparisons). There were no significant differences between the groups in the incidence of serious adverse events.

Also if this helps with bone growth, will help grow taller at young age?

It has no side effects except in rare cases it can cause heart issues. That's why you need to take it with vitamin K2 which moves calcium to your bones instead of arteries. Strontium is basically a much denser form of calcium.

Also if this helps with bone growth, will help grow taller at young age?
No study has ever been done to investigate that. If you take it you should take calcium as well but at least 2 hours apart.

I've also found a study reporting the use of this substance during jaw surgery in rabbits:

RESULTS: Comparing to the control group, histological results revealed thicker bone trabeculae in the study group with narrower bone marrow. The histomorphometric analysis also showed significantly higher percentage of new bone per field in the study group. CONCLUSIONS: Strontium citrate supplementation could enhance bone consolidation throughout the distraction osteogenesis.

Like bro, the paper you posted talks about "postmenopausal women". It's not gonna do anything in a young human male. Or really anybody who doesn't already have an advanced stage of osteoporosis, will it?
