Well, it is incredibly hard and honestly depends on you situation but you dont have to have a social circle just to get non-thot girls. The biggest thing is just be there, the more exposure to girls the easier it gets (as you will not be invisible IRL like most users here)

What helped me get into social circles when I had internships in other states, I just live in off-campus student housing and befriend my roommates (have to look for people who look like they go out and aren't some KHHV nerd, even better if the people you live with are MENA.), just be friendly and invite them to do stuff

Like if the event only has 100 people, 50% of those will be men (it's prob higher at clubs) and another 50% will be In relationships. Leaving you with just 25 women (who you also have to compete with other MTNs-chads for). Just lol at going up to every fucking woman at a social event like a thirsty dog hoping she'll give you iois just to have a chance to fuck. Yep. It's basically a sort of tag system where tinder will only show you people with those tags (and the people are usually actively swiping). There's a ton of tags on the explore tab too but I mainly use the hookup ones because women are usually DTF that exact same night. I got a ton of hookups using this lol.
