I observe debloating of my face and my physique every time I finish sunbathing and cold exposure by seeing myself in the mirror.

It is as if we lose 4 kilograms from current weight, when doing this.

This is great for people who are overweight and still working on losing weight, allowing them to be debloated immediately and chronically, instead of wasting life not approaching girls because of bloating.

I will try to lose weight naturally.

I will eat a piece of raw meat (raw fish), many times a day, and caloric deficit will eat all my fat, and raw fat I eat will detox the toxins from fat storage.

Yes, keto can help with weight loss. Didn't know it could help biochemically. I knew it can help in terms of avoiding excess skin.

Honestly mate, forget all of that. Best way to lose weight is just doing cardio burning the glucose therefore causing lipolysis. It's that simple.
Look into it.
I've also been told about calorie deficits, my mate was telling me about how you have a calorie maintenance daily. For example, you'll get your exercise levels and weight age etc and put it in a calculator. For this example, 2200 a day.
You will take 2200cal a day and do the exercise you specified and you'll drop weight. Supposedly.

We can eat 1,000 calories a day (of raw fish, for example), and lose weight everyday, guaranteed.

Aajonus' advice is calorie deficit with many raw meat meals, but he did age somewhat bad, with a lot of wrinkles in his 60ies. Maybe it's raw milk with growth hormones, but maybe it's his regular weight sheddings which were too quick.
I've seen a few photos of people developing it, but they probably ate plants and processed food and cooked food.

From all this, I would think it's a real issue, and we should be careful.

I might not accept the slowness of -300 calories, but I think I won't go beyond -600 calories.

From what I know, your skin has elastic fibers. Collagen and elastin, which help it stretch and contract, that's why when you pinch your skin now it rapidly goes back into place, compared to elderly people who have less collagen and elastin therefore it moves slowly.
If you lose say 0.5kg a week, that gives your skin time to adapt to your shrinking body, therefore reducing if not eliminating excess skin.
Overall, the skin will still be loose but that's why people build muscle afterwards, to fill in what remains.
With gradual weight loss the body has more time to break down and reabsorb redundant connective tissue and can stimulate fibroblasts.
Taking your time will improve the chance of skin tightening since this is a slow process.
The sooner you do it the better, as I mentioned about elderly people having looser skin, as well as the longer you've been obese = the more stretched your skin is.
UV Radiation supposedly damages collagen and elastin aswell, relevant to your title.
So from my advice and what I've learnt, losing weight slowly instead of suddenly allows the skin's structural proteins collagen and elastin some time to remodel. Increasing the chance of skin tightening when you have hit your goal.
