and, at what age is it actually over to keep waiting? When should you start hardmaxxing, and when do fillers become a reasonable option?

Well in most cases you really can't hardmaxx before 18. Also in a another thread you said u are 13 so I suggest you log the fuck out of this forum and log back in after you have enjoyed your childhood and you are done growing up. You have plenty of "time to wait".
