When the maxilla grows downward the mandible also has to grow downward

This can cause an open bite and high frankfurt mandibular plane angle, which causes a weak bite and bad facial aestethics.

When this happens a ramus has to grow to make the bite strong and healthy, which will also result in a lower mandibular plane angle. This will only happen when the person has high testosteron, good diet and good habits during the periode of mandible growth.
Dolph lundgren has a very big ramus, causing his face to NOT have the classic downgrown look. But his maxilla is pretty downgrown.

This guy his ramus grew good, but not enough to compensate for his downgrown maxilla. But still, he doesnt look extremely “downgrown”, only a little bit. but look what happens if we remove the entire ramus.

People with very forward grown maxillas dont need a ramus for a low mandibular plane angle and good bite, thats why you almost never see very forward grown people with a tall ramus.
There would be no reason for their cranium to develop a ramus since the bite is most likely already correct, growing a ramus could even result in a deep bite when the maxilla is forward grown and not downgrown. so it would even be considerd unideal.

I can show you a lot more examples, but i think its clear what i mean.
In short: A ramus is basically a way for the mandible to compensate for a downgrown maxilla. The ramus grows to correct the bite, it makes the bite stronger and will also lower the mandibular plane angle causing better facial aestethics. When the maxilla isnt downgrown their is no need for a (tall) ramus, since the bite i likely already correct.
