Taming curly messy hair?

My hair is naturally curly and long and I’d like to ideally have it become curlier and more densely compact toward my head while also being resistant to wind.

I feel like pomade will be a part of the solution but does anyone have a more complete solution for taming messy curly hair so that I don’t look homeless?

use cold water on hair + less shampoo
more conditioner + leave in conditioner + dht made my hair curly
dont go out if its windy
