Teeth crowding and braces

I have slight teeth crowding in my upper teeth and pretty bad crowding in my lower teeth yet I still can't get braces for free even though it should be free for those with orthodontic problems.

The dentist said that it would cost like 4k, should I save up money for it or ask my mom to pay for it?
