Idk about lip lift. I am not very knowledgeable on surgeries but many people here are.

Your palate and gums can be lower set
Which getting a lip lift would probably put your bottom lip on the top row of your teeth

First see if you maxilla is recessed, smile can you see your top teeth fully?

If not you need a lefort 1.

If yes , then look into a lip lift. 22mm philtrum is massive though.

It's one of the more risky procedures, if it goes wrong then you're fucked since a man altering his lips is a big no no in society.

I don't think a lip lift can lower your philtrum by 10-12 mm, at most 5-8mm
