I see and why is it better than a chin wing?

It's not better, just different.

It's suited for cases that have inward gonials, narrow jaw but broad chin, that are not recessed at al or who want to reshape their jaw.

Chin Wing is mostly for recession or widening when the shape is already good.

A modified genio can even widen the chin and a chin wing with median cut as well.
