If someone has kids and is out committing crimes they should be punished more, not less.
That includes "stealing to feed my family"
If you're broke as dogshit, the last thing you should be doing is making copies of yourself. Only a low IQ government sympathizes people who commit crimes "for their kids"
You want people having kids when they aren't financially responsible, and then proceed to let them multiply and set the precedence that this is acceptable? If you're caught stealing and you have more than 1 kid then that should be automatically double the sentence. And if you have zero kids should have half the sentence.
Incentivize less breeding in poverty ridden society = less poverty.
