Theoretical Tiers for PFL to Bizygomatic % Ratio

I haven't been able to find a definitive answer to this ratio's tiers, so I decided to theorize one. You may notice that there's a steeper penalty for PFL's that are shorter rather than longer, because longer eyes generally create a more striking eye area.

Here is my (theoretical) table

First of all, which column is correlated to what? 2nd of all, wdym by tier? And what the the first percent have to do with the 2nd ones in brackets?

I don't understand how the columns aren't clear. The top row says what each column means.

As for the parenthesis, I see your confusion. The first percentage is the deviation from the ideal range, and the second pair of parenthesis shows the PFL to bizygomatic ratio that is associated with each deviation. A deviation of 0% means a PFL to bizygomatic ratio of 19-22%, which is the ideal ratio.
