The bottom half of his face is disproportionally small.

It's rather his upper third that is disproportionately large due to the receding hairline and temporal peaks (Norwood 3-4). His extra-large eyes (eyebags included) are also reinforcing the impression of a smaller third.

In reality, on a vertical axis, his current lower third is good. Perhaps a slight lack of height for the chin, but the beard makes up for it.
He mostly lacks bigonial width, which seems to go with a skull that is overall on the smaller side.

If both the hairline and eyes are fixed, the lower third immediately appears more harmonious :

This morph roughly depicts the combined effects of [1] forehead reduction surgery, [2] complementary hair transplant (I doubt the forehead reduction would be enough, though I could be wrong), [3] infraorbital implants, [4] lower lid tightening (LLR, canthopexy), [5] supra fat graft.
Without altering the lower third at all, his vertical thirds are now within ideal range, with a clearly dominant lower third :

Instead of malar implants, if it were me, I would test the ground with fillers first, both for malar and gonial enhancement :

The jaw frontal angle is a bit too obtuse, but the beard could be groomed in a way to correct that.

As for your side profile @MikeAnthony, I think a bimax/trimax is unlikely to make a very impactful aesthetic difference on its own. It would have to be combined with the aforementioned hairline & oculoplastic work, plus a small rhinoplasty (dorsal hump removal) and some form of brow ridge implant (which I don't recommend in reality ; just mentioning it for the sake of discussion).
