Truecel brother won’t lock in

My brother is a bloat/fatcel (not sure which) with a cl eye area which allows him to pull ltbs easily. He’s also nd as fuck but has the “fun” personality which lets him stand out and be popular relatively easily. He only lost weight recently after years of being a lazy bum and never seemed to put much effort into his appearance to my knowledge. He is a clsssic example of someone who actually only cares about personality in (which is commendable) but it baffles me. I love him but im also jealous because he could easily mog me if he used his potential and I’ve never asked him about his appearance because that would be rude.

Can someone explain how I can get him to lock in and why he is happy with pulling chopped girls?
