Yes neck lift can help because it will not raise hyoid but the overall skin under the chin

Hyoid is genetic, woman have bette hyoid than man cuz their hyoid is more setback.

But anyone with decent forward growth will somehow have good neck/chin definition, but not everyone is gonna have model tier jawline
