Obvious. Deep-set neutral or positive cantal tilt brown eyes > buggy negative canthal tilt light eyes.
However, all other things being similar:
Light eyes > dark eyes.
This should be obvious too.
Brown eyes aren't failo. Failo is a thing that makes a person look bad. Brown eyes are neutral. Not halo but not failo. There are plenty of brown-eyed people who look good. But light eyes are often more desirable.
The importance of light eyes depends on the country. The rarer light eyes are, the bigger halo they are. In a country where most people have light eyes, they aren't all that important. In a country where light eyes are rare, they make you stand out.
