Upper arm hair

Im ethnic and from what I've observed from my mom's side of family who are white they have no upper arm hair. I have on my triceps and shoulders but none on my biceps. So for people who are naturally white, where does your arm hair end, right on the elbow or above the elbow? I'm talking about this because I've heard people saying upper arm hair is a huge turn off for some so I want to make it look as if I have naturally no upper arm hair.
